TAIEX 사회적 대화 워크숍

주한유럽연합대표부는 한국노총, 민주노총과 공동으로 410일 서울에서 유럽 국가의 관점에서 본사회적 대화에 관한 워크숍을 개최한다.

 

사회적 대화 워크숍은 EU, 국가, 산업 및 기업 등 다양한 차원에서 사회적 대화가 이루어지고 있는 EU의 경험을 한국의 사회적 대화 파트너와 함께 공유하기 위해 마련되었다. 토론은 사회적 대화 프로세스에서 정치적 신뢰를 구축하고, 삼자 협의를 위한 법적 인프라를 갖추는 데 있어서의 정부, 노동조합, 사용자의 역할에 초점을 맞추어 진행된다. 그런 취지에서 EU집행위원회, ILO의 담당관을 포함해 유럽노총과 포르투갈, 독일, 네덜란드의 공공부문 사용자단체 등으로부터 다양한 전문가들을 초대했다. 또한 노사정위원회, 한국노총, 민주노총, 경총, 고용노동부에서 참석하여 한국의 사회적 대화에 있어서의 주요 쟁점과 과제에 대해 토론할 예정이다.

 

유럽의 사회적 대화는 토론, 자문, 협상 및 노동자와 사용자대표 단체가 관여하는 공동 행동 등을 가리키는 것으로 다음의 두 가지 유형으로 나뉜다.

 

- 정부를 포함한 삼자 대화

- 산업간, 부문별 사회적 대화 위원회에서 열리는 유럽 사용자단체와 노동자단체 사이의 양자 대화

 

유럽연합은 사회적 대화 예산을 통해 사회적 파트너가 수행하는 초국가적 프로젝트 등에 대해 재정 지원을 하고 있으며, 국가 수준에서 행해지는 사회적 파트너 조직의 역량 강화 활동에 대해서는 유럽사회기금(ESF)을 통해 지원하고 있다.

 

EU집행위원회는 첫 단계에서는 이니셔티브의 방향에 대해, 다음 단계에서는 이니셔티브의 내용에 대해 사회적 파트너화 협의하고 있다.

개별 국가 안에서는 그 국가의 구성원들이 사회적 파트너로 인정되지만, EU 차원에서는 가능한 한, 기관들이 EU 회원국들의 대표가 된다.

 

생활 및 노동환경에 대한 연구를 담당하고 있는 유로파운드(Eurofound)2006년 이래 실시한 연구에 따르면 모든 차원에서의 사회적 대화가 EU의 경제 및 사회생활 속에 내재되어 있으며, 성장과 일자리 창출에 기여하고 있는 것으로 나타났다. 이러한 경험을 410일 열리는 워크숍에서 공유하게 될 것이다.

 

이번 워크숍은 EU파트너십기금인 TAIEX 지원을 받아 개최된다.

TAIEX WORKSHOP ON SOCIAL DIALOGUE

SEOUL, 10 APRIL 2018

The Delegation of the European Union, jointly with the Federation of Korean Trade Unions, the Korean Confederation of Trade Unions, is organising the first workshop on Social Dialogue, bringing in the European Union perspectives, on 10 April, in Seoul.

The Social Dialogue workshop is designed to share, with South Korean social partners, the EU's experience of social dialogue at different levels (European, National, Industry and Enterprises). The discussions will focus on the role that government, trade unions and businesses have played in building political trust in the process of social dialogue and in setting up a legal infrastructure for tripartite cooperation. To that effect, a wide range of experts have been invited, including officials from the European Commission, the International Labour Organisation (ILO) and representatives from the European Trade Union Confederation, European Centre of Employers and Enterprises providing Public Services and Services of general interest and the countries of Portugal, Germany and the Netherlands. Speakers from the Korean Economic and Social Development Committee, the Federation of Korean Trade Unions, the Korean Confederation of Trade Unions and the Korea Employers Federation [as well as representatives from the Korean Employers Federation and the Ministry of Employment and Labour] will be present to discuss the key questions and challenges in the Republic of Korea.

European social dialogue refers to discussions, consultations, negotiations and joint actions involving organisations representing the two sides of industry (employers and workers). It takes two main forms:

a tripartite dialogue involving the public authorities,

a bipartite dialogue between European employers and trade union organisations. This takes place at cross-industry level and within sectoral social dialogue committees.

In the European Union, financial support is given to transnational projects carried out by social partners and others active in the field of industrial relations through the social dialogue budget lines. It is also provided through the European Social Fund (ESF) for capacity-building of social partner organisations at national level.

The European Commission consults the social partners on the possible direction of an initiative, in a first stage, and on the content of an initiative, in a second stage.

For an organisation to be recognised as a partner in European social dialogue, it must be organised at the EU level and capable of taking part in consultations and negotiating agreements.

As far as possible, organisations should be representative of all EU Member States, while their national members must be recognised as social partners in the respective countries.

Since 2006, representativeness studies have been carried out by the EU agency in charge of research on living and working conditions, Eurofound.

Social dialogue at all levels is therefore built into the economic and social life of the European Union and contributes to the creation of growth and jobs. This experience will be shared during the workshop taking place on 10 April.

The workshop is organised with the funding of the European Union Partnership InstrumentTAIEX facility.
