국제자유노련(ICFTU), 한국의 감쳐진 얼굴을 폭로하는 캠페인을 시작하다

월드컵 개최로 한국은 전 세계로부터 전례 없는 주목을 받고 있다. 이에 한국정부 지도자들은 한국을 '근대적이고 세련된' 나라로 보이기 위해 열심히 치장을 하고 있다. 그러나 오늘(5월 30일) 노동조합들이 국제적으로 시작하는 캠페인은 전혀 다른 이야기를 전하고 있다. 월드컵의 화려한 행사 뒤편에서 한국정부는 전근대적인 노동악법을 교묘하게 사용하고, 노동자의 권리를 폭력으로 진압하기 위해 경찰병력을 활용하고 있다. 또한 수많은 노동조합 지도자들이 감옥에 갇혀 있는 상황이다.
한국에서 노동조합에 대한 폭력행사는 흔히 보이는 일이다. 하나의 예로 작년 3월 23일 전국공무원노조 발족식에는 무려 1,000여명의 무장경찰들이 진입하여 192명의 대의원을 연행해 갔다.
축구팬들은 한국의 한쪽 면만을 보고 있다. 이들이 간과하는 것은 '근대사회'에서 당연히 보호되어야 할 기본인권인 노조활동을 이유로 30명의 노동조합 지도자들이 감옥에 갇혀 있는 현실이다.
국제자유노련(ICFTU)은 오늘 한국사회의 노동현실을 전 세계에 알리기 위하여 광범위한 국제캠페인을 시작했다(www.global-unions.org/korea2002). 우선 각 국 노동조합들은 감옥에 갇혀 있는 노동자들의 석방을 촉구하는 목소리를 세계에 전달할 것이다. 또한 6월 27일로 정해진 국제행동의 날에는 국제공공노련(Public Services International), 국제금속노련(International Metalworkers' Federation)을 중심으로 각 국에 있는 한국대사관 앞에서 규탄집회를 개최하고, 한국대통령 김대중에게 항의서한을 전달할 것이다.
한국에는 2개의 전국총연맹조직이 있으며(민주노총, 한국노총), 두 조직 모두 우리 ICFTU에 가입해 있다.
전 세계 노동조합들은 민주노총 단병호 위원장을 포함하여 현재 감옥에 있는 구속노동자를 즉각 석방하고, 많은 노동자들에게 발부되어 있는 체포영장을 취하할 것을 촉구할 것이다.
ICFTU backs campaign to reveal the true face of 'modern' Korea 30/5/2002
Brussels, 30 May 2002 (ICFTU OnLine): ‘Modern and sophisticated’ is the image being pedalled by South Korean leaders in the run-up to the football World Cup, during which the country will be the focus of unprecedented international interest. A global trade union campaign launched today tells a different story. Korea's ten new purpose-built stadia fail to disguise a government using antiquated legislation and a police force with a tendency to use violence to repress workers’ rights. They also cannot hide the numerous trade union leaders behind bars.
Anti-union violence is rife. In just one example this year, at the inaugural conference of the Korean Government Employees Union on March 23, around 1000 anti-riot police forced their way in and arrested 192 delegates.
Football fans may see one side of South Korea, but what they won’t see are around 30 trade union leaders incarcerated for activities which are protected as a fundamental human right in the true ‘modern’ world.
As such, the ICFTU has launched an internet-based awareness campaign highlighting the reality of modern South Korea. As part of a wide-ranging Global Unions campaign (www.global-unions.org/korea2002), unions around the world will be voicing their discontent about the unionists behind bars who most certainly won’t be at the world cup. A day of action will take place on June 27th, when member unions of Public Services International (PSI) and the International Metalworkers' Federation (IMF) across the globe will protest outside their respective Korean embassies and send letters of protest to Korean President, Kim Dae-jung.
The two umbrella trade union bodies in the country, the Korean Confederation of Trade Unions (KCTU) and the Federation of Korean Trade Unions (FKTU), are both affiliated to the ICFTU.
Global Unions will be demanding the release of those imprisoned(including Dan-Byung-ho- President of the ICFTU-affiliated KCTU and Kim Jae-ghil, President of the FKTU-affiliated Korean Railworkers’ Union) and the withdrawal of pending arrest warrants for all others.
