1. 월드컵을 앞두고 국제사회에서 한국에 한 관심이 높아지는 가운데 구속 노동자 문제가 국제문제로 비화할 조짐이 일고 있어 주목됩니다.
22일에는 세계 15개 나라 22개 도시에서 국제노동계의 연대투쟁이 예정돼있고, 23일 방한 노르웨이 수상의 구속자 석방 촉구 요청, 1월31일 세계사회포럼 한국 구속자 석방 촉구 서명운동, 3월 ILO 이사회에 공동제소, 3월 국제자유노련(ICFTU) 인권 조사단 한국 방문, 3월 UN인권위에 노동계 대표단 파견 검토 등 한국 구속노동자 문제가 잇따라 국제사회의 관심사로 떠오르고 있습니다.
2. 스위스 제네바에 본부를 둔 국제금속노련(International Metalworkers' Federation)과 각국 노총에서 민주노총에 알려온 데 따르면 국제노동계는 오는 22일(현지시각)을 "한국 구속 노동자 석방을 위한 연대의 날(Day of Solidarity)'로 잡고 스웨덴 노르웨이 스위스 러시아 우크라이나 인도 일본 남아공 오스트리아 필리핀 불가리아 오스트레일리아 스리랑카 네팔 방글라데시 등 15개 나라 22개 도시 한국 대사관 앞 영사관 앞에서 일제히 집회를 열고 단병호 민주노총 위원장과 문성현 금속산업연맹 위원장 등 구속 노동자 석방을 강력히 촉구할 예정입니다.
특히 인도는 뉴델리 한국 대사관 앞 등 전국 8개 도시에서 동시에 한국 구속 노동자 석방 집회를 예정이며, 남아프리카와 러시아에서는 500∼1,300명이 참석하는 대규모 집회를 열 예정입니다.
이와 관련 국제금속노련 말렌타키 사무총장은 국제금속노련 홈페이지(www.imfmetal.org)에 올린 칼럼에서 "2002년 월드컵을 단순한 축구경기가 아니라 한국의 구속 노동자 석방을 위한 계기로 삼아야 한다"고 말했습니다.
이와는 별도로 일본 전노협 소속 노동자들도 21일 14시 동경 한국대사관과 오사카 한국 영사관 앞에서 단병호 문성현 위원장 석방 촉구 캠페인을 벌일 예정입니다.
한국에서는 이에 발맞춰 민주노총 주최로 21일 13시30분 서초동 서울지방법원 앞에서 구속노동자 석방 촉구대회를 개최할 예정입니다.

3. 한편 노르웨이노총이 알려온 바에 따르면 오는 1월 23∼25일 한국을 방문하는 노르웨이 Kjell Magne Bondvik 수상이 김대중 대통령을 만나는 자리에서 단병호 위원장 등 구속 노동자 문제를 정식으로 거론할 예정이라고 전해와 주목받고 있습니다.
노르웨이노총은 그 동안 오슬로에 있는 노벨평화상위원회에 공식 서한을 보내 노벨평화상을 수상한 김대중 대통령이 한국 노동자를 극심하게 탄압해 많은 노동자들을 구속한 데 항의하고 노벨평화상위원회 차원에서 이 문제를 다뤄줄 것을 요청한 바 있습니다. 또한 노르웨이노총은 노벨평화상 100주년 기념식이 열리던 지난 해 12월 10일(현지시각) 오슬로에서 김대중 대통령과 한국 각료들이 보는 앞에서 "김대중은 민주노총 위원장 단병호를 석방하라"는 한글로 된 현수막을 들고 항의시위를 벌인 적(사진 첨부)이 있는 등 줄기차게 한국 구속 노동자 문제에 대해 관심을 기울여 왔습니다.
4. 오는 1월31일부터 2월5일까지 세계 각국 사회운동 대표 5만여명이 참여하는 가운데 브라질 포토알레그레에서 열리는 제2회 세계사회포럼(WSF - 세계민중대회)에서도 한국 구속 노동자 석방 서명 운동이 대대적으로 벌어질 예정입니다. 이번 세계사회포럼에는 민주노총 5명을 비롯해 참여연대, WTO 반대 국민행동, 천주교대안경제연대 관계자 등 모두 11명이 참여하며, 국제노동기구(ILO) 후안 소마비아 사무총장과 국제자유노련 가이라이더 사무총장 등 국제 노동계 인사들도 함께 참여해 주요 의안 발제에서 한국 구속 노동자 문제를 적극 거론할 예정이며 대대적 석방 촉구 서명운동을 벌일 계획입니다.
5. 또한 월드컵을 코 앞에 둔 오는 3월에는 ILO 이사회, UN인권위원회 회의, 국제자유노련 인권회의에서 단병호 위원장 등 한국의 구속 노동자 문제를 집중해 다룰 예정이어서 주목되고 있습니다.
민주노총은 3월 ILO 이사회와 6월 ILO 총회를 겨냥해 단병호 문성현 위원장 구속 등 한국 정부의 노동탄압문제를 20여개 나라 노총과 공동으로 ILO에 제소하기로 하고 관계국 노총과 협의를 진행하고 있으며, 2월 안에 정식 제소장을 제출할 예정입니다. 이렇게 되면 3월 ILO 이사회에서 이미 제소된 한국의 노동인권 문제와 함께 구속 노동자 문제가 추가로 다뤄지게 될 것입니다.
국제자유노련(ICFTU)은 오는 3월 14∼15일 홍콩에서 인권회의를 개최키로 하고 이를 전후해 ICFTU 대표단을 한국에 파견해 구속노동자 문제 등 한국의 노동인권 탄압에 대한 대책을 공동으로 논의할 예정이라고 민주노총에 알려왔습니다.
또한 오는 3월부터 예정돼 있는 UN 인권위원회 회의에서는 한국 김대중 대통령 정부 아래서 다양한 인권탄압 문제가 집중 논의될 것으로 알려져 있습니다. 현재 국내에서는 이 회의에 다수가 참가해 각 분야의 인권탄압을 국제사회에서 거론할 준비에 들어간 상태이며, 민주노총도 구속 노동자 석방 문제를 UN 인권위원회에서 적극 다룰 수 있도록 대표단 파견 등을 신중하게 검토하고 있습니다.
6. 김대중 대통령 집권 4년(1998∼2001) 동안 구속된 노동자는 모두 686명으로 이는 김영삼 정권 5년 구속 노동자 수 632명을 능가하는 수치입니다. 더구나 김대중 대통령이 노벨 평화상을 탄 2000년 말 이후 2001년 한 해 동안 구속된 노동자는 일주일에 다섯 명 꼴로 무려 241명에 달합니다. 이 가운데 아직도 석방되지 못해 감옥에서 겨울을 나고 있는 노동자는 단병호 민주노총 위원장, 문성현 금속산업연맹 위원장 등 40여명에 이릅니다.

Norway, Fellesforbundet, i quote their International secretary Atle Hoie:
Fellesforbundet has arranged for our president Kjell Bjorndalen to present
the protest letter to President Kim Dae-jungs representative in Norway on
the action day 22nd january. Also the Norwegian Prime Minister Kjell Magne
Bondevik who is on an official statevisit to The Republic of Korea from 23rd
to 25th has promised on our request to take these matters up with the Korean
President Kim in whathe calls an appropriate manner.
Austria, Metalworkers Federation, will send letter
Philippines, IMF-PC have Congress, cannot do more than send letter

In continuation to my earlier e-mails, regarding the above subject, I have contacted all the affiliates in the region and obtained their plan of Solidarity Actions find below are the tentative plan of actions :
●INDIA
- MUMBAI(MAHARASHTRA) : Dr. Shanti Patel informed me that SMEFI is planning for protest action and will be submitting the petition on 22nd January 2002 to Korean Consulate General Office, Mumbai.
- NEW DELHI : SMEFI & INMF is planning to submit the petition accompanied by their union members on 22nd January 2002. Bro. N.K. Bhatt, President, INMF and Bro. A.D. Nagpal, SMEFI will be lead persons.
- KOLKOTA (WEST BENGAL) : Bro. Dilip Kumar Palit of INMF is planning to submit the petition on 22nd January 2002 to Korean Consulate General Office at Kolkota.
Apart from the above protest actions are planned in other places of India i.e.

●NEPAL(KATHMANDU) :
Bro. Indra Dev Misra, President, Nepal Factory Labour Congress, informed me that he has already obtained the appointment from the Korean Embassy and will be submitting the petition on 22nd January 2002.
●BANGLADESH (DHAKA) :
Bro. Nazrul Islam Khan, General Secretary, Bangladesh Metalworkers Federation, informed that they are in touch with Korean Embassy and accompanied by Bro. Majibhur Rahman Bhuiyan, General Secretary, Bangladesh Metalworkers League, will try to submit the petition on 22nd January 2002.
Our constant efforts resulted the plan of above actions. As this being the first attempt we have to see how far the above plans will be successful.
Regarding Pakistan affiliates we have sent all the communications to them through e-mail, but till date we did not get any response. Further communicating with them on phone is highly difficult.
After 22nd January 2002, I will forward a consolidated report of actions implemented in South Asian Region.

ACTION FOR TRADE UNIONISTS IN SOUTH KOREA
On January 22, metalworkers' trade unions around the world will join in a protest against the South Korean regime. The demands are:
release Korean trade unionists release KCTU President Dan release KMWF President Mun
It is again time to put pressure on the South Korean government and on the president of the country, Kim Dae-jung.
Together with our Korean affiliates, the IMF has organised a special "day of solidarity" for the release of all trade unionists from Korean prisons.
The immediate reason for the protest is the recent imprisonment of the president of the Korean Metal Workers' Federation, Mun Sung-hyun, who was jailed after he attended the IMF congress in Sydney.
Dan Byung-ho, the president of the Korean Confederation of Trade Unions, to which the KMWF belongs, is also in jail for his legitimate trade union activities. Other trade unionists are in prison for the same reason.
On January 22, in all parts of the world, delegations from trade unions will hand over protest letters to South Korean embassies, consulates and missions.
Some of the actions that will take place on January 22:
Russia: Hundreds of members of the Miners and Metallurgical Workers' Union will protest.
Ukraine: All 7 IMF affiliates will jointly hand over a protest letter to a Korean embassy official and inform the press.
South Africa: The metalworkers' union NUMSA will organise a protest, in which more than 500 people are likely to participate.
India: Dozens of protests are being organised in different parts of the country, amongst others Bombay, New Delhi, Calcutta and Bangalore.
Norway: President Bjorndalen of Fellesforbundet will present a protest letter to a Korean government representative.
Japan: A delegation from the IMF-JC will hand over a protest letter to the South Korean Embassy.
Protest actions will also take place in Sri Lanka, Nepal and Bangladesh

SOUTH KOREA IS NOT JUST ABOUT FOOTBALL
The IMF wants all trade unionists out of jail and the country to return to democracy before the World Cup takes place.
KOREA, REP: In Marcello Malentacchi's latest opinion column, the IMF general secretary says that the upcoming World Cup football championship, to be co-hosted by South Korea, is not just about enjoying one of the world's favourite pastimes but offers the possibility to put pressure on this Asian nation with regard to its poor record on trade union rights.
"I believe this is a great opportunity," states Malentacchi, "to put the Korean government and its president on the spot." One had to remind football fans everywhere - and amongst them large numbers of metalworkers - that the workers in South Korea do not enjoy much of this wonderful entertainment, especially those who are in jail because of their trade union activities.
Metalworkers around the world will join in putting the spotlight on this country during next week's international day of action for the release of imprisoned trade unionists in South Korea, taking place on January 22.

3. 한편 노르웨이노총이 알려온 바에 따르면 오는 1월 23∼25일 한국을 방문하는 노르웨이 Kjell Magne Bondvik 수상이 김대중 대통령을 만나는 자리에서 단병호 위원장 등 구속 노동자 문제를 정식으로 거론할 예정이라고 전해와 주목받고 있습니다.
노르웨이노총은 그 동안 오슬로에 있는 노벨평화상위원회에 공식 서한을 보내 노벨평화상을 수상한 김대중 대통령이 한국 노동자를 극심하게 탄압해 많은 노동자들을 구속한 데 항의하고 노벨평화상위원회 차원에서 이 문제를 다뤄줄 것을 요청한 바 있습니다. 또한 노르웨이노총은 노벨평화상 100주년 기념식이 열리던 지난 해 12월 10일(현지시각) 오슬로에서 김대중 대통령과 한국 각료들이 보는 앞에서 "김대중은 민주노총 위원장 단병호를 석방하라"는 한글로 된 현수막을 들고 항의시위를 벌인 적(사진 첨부)이 있는 등 줄기차게 한국 구속 노동자 문제에 대해 관심을 기울여 왔습니다.
4. 오는 1월31일부터 2월5일까지 세계 각국 사회운동 대표 5만여명이 참여하는 가운데 브라질 포토알레그레에서 열리는 제2회 세계사회포럼(WSF - 세계민중대회)에서도 한국 구속 노동자 석방 서명 운동이 대대적으로 벌어질 예정입니다. 이번 세계사회포럼에는 민주노총 5명을 비롯해 참여연대, WTO 반대 국민행동, 천주교대안경제연대 관계자 등 모두 11명이 참여하며, 국제노동기구(ILO) 후안 소마비아 사무총장과 국제자유노련 가이라이더 사무총장 등 국제 노동계 인사들도 함께 참여해 주요 의안 발제에서 한국 구속 노동자 문제를 적극 거론할 예정이며 대대적 석방 촉구 서명운동을 벌일 계획입니다.
5. 또한 월드컵을 코 앞에 둔 오는 3월에는 ILO 이사회, UN인권위원회 회의, 국제자유노련 인권회의에서 단병호 위원장 등 한국의 구속 노동자 문제를 집중해 다룰 예정이어서 주목되고 있습니다.
민주노총은 3월 ILO 이사회와 6월 ILO 총회를 겨냥해 단병호 문성현 위원장 구속 등 한국 정부의 노동탄압문제를 20여개 나라 노총과 공동으로 ILO에 제소하기로 하고 관계국 노총과 협의를 진행하고 있으며, 2월 안에 정식 제소장을 제출할 예정입니다. 이렇게 되면 3월 ILO 이사회에서 이미 제소된 한국의 노동인권 문제와 함께 구속 노동자 문제가 추가로 다뤄지게 될 것입니다.
국제자유노련(ICFTU)은 오는 3월 14∼15일 홍콩에서 인권회의를 개최키로 하고 이를 전후해 ICFTU 대표단을 한국에 파견해 구속노동자 문제 등 한국의 노동인권 탄압에 대한 대책을 공동으로 논의할 예정이라고 민주노총에 알려왔습니다.
또한 오는 3월부터 예정돼 있는 UN 인권위원회 회의에서는 한국 김대중 대통령 정부 아래서 다양한 인권탄압 문제가 집중 논의될 것으로 알려져 있습니다. 현재 국내에서는 이 회의에 다수가 참가해 각 분야의 인권탄압을 국제사회에서 거론할 준비에 들어간 상태이며, 민주노총도 구속 노동자 석방 문제를 UN 인권위원회에서 적극 다룰 수 있도록 대표단 파견 등을 신중하게 검토하고 있습니다.
6. 김대중 대통령 집권 4년(1998∼2001) 동안 구속된 노동자는 모두 686명으로 이는 김영삼 정권 5년 구속 노동자 수 632명을 능가하는 수치입니다. 더구나 김대중 대통령이 노벨 평화상을 탄 2000년 말 이후 2001년 한 해 동안 구속된 노동자는 일주일에 다섯 명 꼴로 무려 241명에 달합니다. 이 가운데 아직도 석방되지 못해 감옥에서 겨울을 나고 있는 노동자는 단병호 민주노총 위원장, 문성현 금속산업연맹 위원장 등 40여명에 이릅니다.

Norway, Fellesforbundet, i quote their International secretary Atle Hoie:
Fellesforbundet has arranged for our president Kjell Bjorndalen to present
the protest letter to President Kim Dae-jungs representative in Norway on
the action day 22nd january. Also the Norwegian Prime Minister Kjell Magne
Bondevik who is on an official statevisit to The Republic of Korea from 23rd
to 25th has promised on our request to take these matters up with the Korean
President Kim in whathe calls an appropriate manner.

In continuation to my earlier e-mails, regarding the above subject, I have contacted all the affiliates in the region and obtained their plan of Solidarity Actions find below are the tentative plan of actions :
●INDIA
- MUMBAI(MAHARASHTRA) : Dr. Shanti Patel informed me that SMEFI is planning for protest action and will be submitting the petition on 22nd January 2002 to Korean Consulate General Office, Mumbai.
- NEW DELHI : SMEFI & INMF is planning to submit the petition accompanied by their union members on 22nd January 2002. Bro. N.K. Bhatt, President, INMF and Bro. A.D. Nagpal, SMEFI will be lead persons.
- KOLKOTA (WEST BENGAL) : Bro. Dilip Kumar Palit of INMF is planning to submit the petition on 22nd January 2002 to Korean Consulate General Office at Kolkota.
Apart from the above protest actions are planned in other places of India i.e.
- HYDERABAD (ANDHRA PRADESH) : Bro. S. Sudershan Rao, Secretary, SMEFI, will be conducting protest action on 22nd January 2002 and petition will be faxed to concern embassy.

- UDAIPUR (RAJASTHAN) : Bro. K.S. Shaktawat, Indian National Minesworkers Federation, will be conducting protest action on 22nd January 2002, and petition will be faxed to concern embassy.

Bro. Palitha Atukorale, Secretary, Jathika Sewaka Sangamaya Metalworkers Federation, informed me that they are seeking the appointment with Korean Embassy and will be submitting the petition accompanied by Bro. Leslie Devendra, General Secretary, Sri Lanka Nidahas Sewaka Sangamaya.
●NEPAL(KATHMANDU) :
Bro. Indra Dev Misra, President, Nepal Factory Labour Congress, informed me that he has already obtained the appointment from the Korean Embassy and will be submitting the petition on 22nd January 2002.
●BANGLADESH (DHAKA) :
Bro. Nazrul Islam Khan, General Secretary, Bangladesh Metalworkers Federation, informed that they are in touch with Korean Embassy and accompanied by Bro. Majibhur Rahman Bhuiyan, General Secretary, Bangladesh Metalworkers League, will try to submit the petition on 22nd January 2002.
Our constant efforts resulted the plan of above actions. As this being the first attempt we have to see how far the above plans will be successful.
Regarding Pakistan affiliates we have sent all the communications to them through e-mail, but till date we did not get any response. Further communicating with them on phone is highly difficult.
After 22nd January 2002, I will forward a consolidated report of actions implemented in South Asian Region.

ACTION FOR TRADE UNIONISTS IN SOUTH KOREA
On January 22, metalworkers' trade unions around the world will join in a protest against the South Korean regime. The demands are:
release Korean trade unionists release KCTU President Dan release KMWF President Mun
It is again time to put pressure on the South Korean government and on the president of the country, Kim Dae-jung.
Together with our Korean affiliates, the IMF has organised a special "day of solidarity" for the release of all trade unionists from Korean prisons.
The immediate reason for the protest is the recent imprisonment of the president of the Korean Metal Workers' Federation, Mun Sung-hyun, who was jailed after he attended the IMF congress in Sydney.
Dan Byung-ho, the president of the Korean Confederation of Trade Unions, to which the KMWF belongs, is also in jail for his legitimate trade union activities. Other trade unionists are in prison for the same reason.
On January 22, in all parts of the world, delegations from trade unions will hand over protest letters to South Korean embassies, consulates and missions.
Some of the actions that will take place on January 22:
Russia: Hundreds of members of the Miners and Metallurgical Workers' Union will protest.
Ukraine: All 7 IMF affiliates will jointly hand over a protest letter to a Korean embassy official and inform the press.
South Africa: The metalworkers' union NUMSA will organise a protest, in which more than 500 people are likely to participate.
India: Dozens of protests are being organised in different parts of the country, amongst others Bombay, New Delhi, Calcutta and Bangalore.
Norway: President Bjorndalen of Fellesforbundet will present a protest letter to a Korean government representative.
Japan: A delegation from the IMF-JC will hand over a protest letter to the South Korean Embassy.
Protest actions will also take place in Sri Lanka, Nepal and Bangladesh

SOUTH KOREA IS NOT JUST ABOUT FOOTBALL
The IMF wants all trade unionists out of jail and the country to return to democracy before the World Cup takes place.
KOREA, REP: In Marcello Malentacchi's latest opinion column, the IMF general secretary says that the upcoming World Cup football championship, to be co-hosted by South Korea, is not just about enjoying one of the world's favourite pastimes but offers the possibility to put pressure on this Asian nation with regard to its poor record on trade union rights.
"I believe this is a great opportunity," states Malentacchi, "to put the Korean government and its president on the spot." One had to remind football fans everywhere - and amongst them large numbers of metalworkers - that the workers in South Korea do not enjoy much of this wonderful entertainment, especially those who are in jail because of their trade union activities.
Metalworkers around the world will join in putting the spotlight on this country during next week's international day of action for the release of imprisoned trade unionists in South Korea, taking place on January 22.
