국제금속노련 단병호 위원장 8.15특사 촉구
- 101개국 207개 회원조직 동원 '김대중 대통령에 서한 보내기'운동
1. 스위스 제네바에 본부를 두고 있는 국제금속노련(IMF, International Metalworkers' Federation)은 수감중인 민주노총 단병호 위원장을 8.15 특사로 석방할 것을 김대중 대통령에게 촉구하고 나섰습니다.
2. 국제금속노련은 7월31일 101개 나라 207개 회원조직들에게 공문을 보내 김대중 대통령에게 8월15일 광복절에 민주노총 단병호 위원장을 특별사면으로 석방하도록 촉구하는 서한을 8월9일까지 우편이나 팩스, 이메일 등으로 보낼 것을 요청했습니다.
말렌타키 사무총장 명의로 된 이 공문에서 국제금속노련은 지난 1월22일과 6월27일 두 차례에 걸쳐 세계 각 국에서 수천 명의노조운동가들이 단위원장 등 한국 구속 노동자 석방을 위한 국제 공동행동을 펼친 결과 문성현 금속산업연맹 전 위원장, 김일섭 대우자동차노조 위원장 등이 석방됐지만 단병호 위원장은 2심에서 1년6개월의 실형을 선고받고 구금중이라고 밝혔습니다.
3. 국제금속노련은 김대중 대통령에게 보내는 서한에서 "단병호 위원장은 다른 민주국가에서 완벽하게 합법적인 노조활동과 국제노동기구(ILO)의 핵심 협약에 보장된 활동을 했는데도 1년6개월의 징역형을 살고 있다"며 "김대중 대통령은 단위원장과 구속 노동자들의 광복절 특사를 위해 할 수 있는 모든 권한을 동원해야 한다"고 촉구했습니다.
4. 세계 101개 나라 207개 금속산별조직 2천480만 명의 회원을 거느리고 있는 국제금속노련은 지난 1월22일 미국 영국 프랑스 등 세계 35개 나라에서 1차 국제 공동행동을 벌인 데 이어, 지난 6월27일에도 52개 나라에서 단병호 위원장과 한국 구속노동자 석방을 촉구하는 2차 국제 공동행동을 벌였습니다.
한편 7월31일 주한 독일대사관에서 민주노총에 단병호 위원장 구속 경과와 석방 가능성 등을 문의해오는 등 국제사회의 관심이 고조되고 있습니다. 독일 대사관 쪽은 "본국 정부에서 한국 정부에 단병호 위원장 석방을 촉구하는 공식서한을 보낸 것으로 알고 있다"며, "독일 이외에도 여러나라 정부가 단위원장 석방 촉구 서한을 보내고 그 결과를 주시하고 있으며, 본국 정부에 단위원장 문제의 현 상황을 보고하기 위해 문의하는 것"이라고 밝혔습니다. <끝>

Request for special amnesty of KCTU president, Dan Byung-ho
As you know, this year the IMF has organised two Days of Action for South Korea, in January and again in June, during which thousands of trade unionists worldwide called for the immediate release of imprisoned South Korean trade unionists. The result has been that the former president of the IMF-affiliated Korean Metal Workers' Federation (KMWF), Mun Sung-hyun, was set free shortly after the January protest action, and the president of the Korean Daewoo autoworkers' union, Kim Il-sup, and the vice-president, Kim Sung-gap, were released following the international solidarity action in June.
The IMF has now received an appeal from the KMWF for IMF affiliates to write to the president of South Korea, Kim Dae-jung, to demand the release of Dan Byung-ho, president of the Korean Confederation of Trade Unions, on the occasion of South Korea's National Independence Day, on August 15. Dan was sentenced to one and a half years' imprisonment on July 11, which the KMWF says was a minimum sentence, and certainly a result of the international campaigns. However, the KMWF believes that if now we all step up the campaign with a request for a special amnesty for Dan on August 15, there is a chance for a positive result.
The address and possible text for the letter to the South Korean president is attached. It should be sent by August 9.
Many thanks for continuing to support our international struggle to obtain the release of Dan Byung-ho and all Korean trade unionists who are currently in prison for trade union activities which in all democratic countries would be considered perfectly legal.

As you undoubtedly know, Mr. Dan Byung-ho, president of the Korean Confederation of Trade Unions, is currently serving a one and a half years' prison term for trade union activities which in all democratic countries are considered perfectly legal, and which form the basis of the International Labour Organisation's core conventions.
We would now call on you, indeed urge you, to do everything in your power to bring about not only the release of Dan Byung-ho through the special amnesty on the Republic of Korea's Independence Day on August 15, 2002, but also all South Korean trade unionists who have been jailed for their trade union activities.
We thank you in advance for considering our request and giving it a favourable reply.
