민주주의 회복탄력성은 노동조합 힘에서 나온다
모든 노동자가 노동기본권 누려야 한다

의장님, 각국 노사정 대표 여러분,
질베르 웅보 사무총장의 보고서 <일자리, 권리, 성장: 연결고리 강화하기>는 한국을 폴란드, 남아공, 브라질과 함께 ‘노동조합이 민주주의와 그 제도를 확립하는데 적극적으로 참여’한 나라로 꼽았습니다. 그런 한국에서 지난해 겨울 45년 만에 비상계엄이 선포되었습니다.
한국 노동자들은 민주화 이후 민주주의가 공고하게 뿌리내리지 못했음을 절감했습니다. 동시에 민주주의 파괴를 막아낼 회복탄력성이 있음을 확인했습니다. 노동자들의 조직된 힘으로 앞장서서 투쟁하고 시민들이 함께했기 때문에 3시간 만에 국회가 비상계엄 해제 결의안을 가결시켰고 끝내 윤석열을 파면시킬 수 있었습니다. 노동자들의 권리를 지키는 것이 민주주의를 지키는 것이란 사실을 모두가 투쟁 과정에서 확인했습니다. 사무총장이 보고서에 인용한대로 “모두가 공적 문제에 관심을 갖고 참여할 때만 민주주의는 살아 있을 수 있다”는 사실을 한국의 노동자 민중이 증명했습니다.
지난 3일 대선을 통해 내란 세력의 재집권을 막아낸 후 이제 본격적인 ‘사회 대전환’을 이루어야 하는 중대한 시점에 사무총장 보고서는 한국 사회에 중요한 메시지를 줍니다.
보고서가 분석한 ‘성장-일자리-권리’의 연결고리 약화는 한국에서도 그대로 드러납니다. GDP 1% 성장당 고용증가율은 0.2~0.3%로 하락했고, 청년 확장실업률은 20.9%에 달합니다. 한국은 여전히 노조하기 힘든 나라로 노조조직률 13%, 단체협약 적용률 13.9%에 머물고 있습니다. 건설노동자들의 고용안정을 위한 노조활동, 화물노동자들의 안전운임제 투쟁에 대해 정부가 나서서 노조간부들을 탄압했습니다. 전체 임금노동자 중 비정규직이 41.7%에 달하며, 특히 1만명 이상 대기업에서는 43.7%를 기록합니다. 한국의 산재사망률과 성별임금격차는 OECD 최고 수준입니다.
이제 새 정부의 역할은 분명합니다.
첫째, 특수고용·플랫폼 노동자를 포함해 일하는 사람이면 누구나 노조할 권리를 누릴 수 있도록 노조법을 개정해야 합니다. 지난 정부시절 대통령 거부권에 가로막혔던 노조법 2조·3조 개정을 즉각 실행하고, ILO 87호·98호 협약의 효과적 이행을 위한 법·제도·관행 개선을 이행해야 합니다.
둘째, 모든 노동자가 최저임금, 노동시간 상한, 산업안전보건, 사회보장, 고용보호 등 최소 노동기준을 보장받을 수 있도록 근로기준법을 개정해야 합니다. 모든 노동자가 단체교섭을 통해 노동조건을 개선할 수 있도록 하는 것이 불평등과 격차를 해소하는 유력한 길입니다. 이를 위해 초기업교섭 활성화가 시급합니다.
셋째, 올해 총회에서 가장 치열하게 논의되는 <플랫폼 경제에서 양질의 일자리 실현하기> 안건 논의에 앞장서야 합니다. 국경을 넘나들며 규제는 회피하고 권리는 무력화하는 디지털 노동 플랫폼에 맞서기 위해, 모든 플랫폼 노동자가 노동기본권을 누릴 수 있음을 재확인하면서도 기술 변화에 따른 새로운 위험에 대응할 수 있도록 협약과 권고로 이루어진 국제노동기준 수립을 주도해야 합니다.
의장님, 각국 노사정 대표 여러분,
올해 총회는 미얀마 군부에 대해 헌장 33조 조치를 도입하고 팔레스타인의 지위를 ‘비회원 옵서버국’으로 인정하는 중대한 진전을 이뤄냈습니다. 민주주의와 평화를 위해 투쟁하는 전세계 민중들의 승리입니다.
한국에서는 지금 사람이 살아서는 안 되는 하늘 높은 곳에서 절망적인 투쟁을 이어가는 세 명의 노동자들이 있습니다. 화재로 공장이 불탄 후 희망퇴직을 강요당한 한국 옵티칼 노동자 박정혜, 코로나19를 빌미로 조합원만 표적 해고당한 세종호텔 노동자 고진수, 원청의 책임을 요구하는 한화오션 하청 노동자 김형수. 이들이 하루빨리 땅으로 내려올 수 있도록 정부가 문제 해결에 나서기를 촉구합니다. 함께 연대해 주시기를 호소합니다.

Chair, Vice Chairs, and the distinguished delegates,
Director-General Gilbert Houngbo's report "Jobs, rights and growth: Reinforcing the connection" cited Korea alongside Poland, South Africa, and Brazil as countries where "trade unions have been actively involved in creating democracies and their institutions." Yet in that very Korea, martial law was declared last winter for the first time in 45 years.
Korean workers deeply realized that democracy had not been firmly consolidated since democratization. At the same time, we confirmed that there exists resilience to prevent the destruction of democracy. Because workers took the lead in struggle with theirorganized power and citizens joined together, the National Assembly was able to pass a resolution lifting martial law within three hours, and ultimately remove Yoon Suk-yeol from office. Everyone confirmed through the struggle that protecting workers' rights means protecting democracy. As the Director-General quoted in his report, Korean workers and people proved the fact that "democracy can only survive if the entire population participates and maintains its interest in public affairs."
After preventing the re-seizure of power by insurrectionist forces through the presidential election on June 3rd, we now stand at a critical juncture where we must achieve genuine ‘transformative change’of the society, and the Director-General's report delivers an important message to Korea.
The weakening linkages of "growth-jobs-rights" analyzed in the report are clearly evident in Korea as well. The employment growth rate per 1% GDP growth has declined to 0.2-0.3%, and youth extended unemployment rate reaches 20.9%. Korea remains a country where trade union rights are not guarranteed, with trade union density at 13% and collective bargaining coverage at 13.9%. The government has actively suppressed union leaders regarding construction workers' union activities for employment protectionand cargo truck drivers' struggle for the safe rates system. Non-regular workers account for 41.7% of all wage workers, and particularly in large corporations with over 10,000 employees, they account for 43.7%. Korea's industrial accident fatality rate and gender wage gap are at the highest levels among OECD countries.
The role of the new government is now clear.
First, the Trade Union and Labour Relations Adjustment Act(TULRAA) must be amended so that anyone who works, including workers in non-standard forms of employment and the platform economy, can fully enjoy the freedom of association. The amendments to Articles 2 and 3 of the TULRAA, which were blocked by the previous president's veto, must be implemented immediately, and improvements to laws, institutions, and practices for effective implementation of ILO Conventions 87 and 98 must be carried out.
Second, the Labor Standards Act must be amended so that all workers can be guaranteed minimum labor standards including minimum wage, maximum working hours, occupational safety and health, social security, and employment protection. Enabling all workers to improve working conditions through collective bargaining is a promising path to resolve inequality and gaps. For this purpose, activating supra- enterprise- level bargaining is urgent.
Third, the Korean government must take the lead in discussing the standard setting agenda on "Decent Work in the Platform Economy," which will be most intensively debated at this Conference. To counter digital labor platforms that evade regulations and neutralize rights while crossing borders, a new international labour standard is necessary in the form of convention supplemented by recommendation that reaffirms all platform workers can enjoy fundamental labour rights while responding to new risks arising from technological changes.

This year's Conference has achieved significant progress by introducing Article 33 measures against Myanmar's military junta and recognizing Palestine's status as a "non-member observer state." This is a victory for people worldwide who struggle for democracy and peace.
In Korea, at this very moment, there are three workers continuing their desperate struggle in the sky where no human should have to live. Park Jung-hye from Korea Optical, who was forced into voluntary retirement after the factory burned down; Ko Jin-su from Sejong Hotel, who was targeted for dismissal as a union member using COVID-19 as a pretext; and Kim Hyung-su, a subcontractor worker at Hanwha Ocean demanding accountability from the principal contractor. We urge the government to step forward to resolve these issues so they can come down to the ground as soon as possible. We appeal for your solidarity together.
