22일 '한국 구속노동자 석방 국제연대의 날' 35개국 44개 도시에서 벌여
국제노동계 단병호 석방 4월 2차 연대행동
- 4월 OECD 한국노동권감시회의에 맞춰 … 3월 ILO 이사회 때 한국문제 심의 예정
- 월드컵 앞두고 한국 노동탄압 국제문제로 급부상 … ICFTU "단 위원장 석방해야"
1. 지난 22일 세계 각국 한국 대사관과 영사관 앞에서 벌어진 단병호(段炳浩) 민주노총 위원장, 문성현(文成賢) 금속산업연맹 위원장을 비롯한 '한국 구속 노동자 석방을 위한 연대의 날(Day of Solidarity)' 국제연대행동에는 애초 예상했던 15개국 22개도시를 훨씬 뛰어넘는 35개국 44개 도시에서 참가한 것으로 최종 집계됐습니다.
특히 국제노동계가 오는 4월에 2차 국제연대행동을 벌일 예정이고, 3월에 열리는 국제노동기구(ILO) 이사회 기간에 '결사의 자유위원회'를 열어 단병호 위원장 등 구속노동자 석방문제와 복수노조 시행 유보 등의 사안을 심의할 예정이어서 월드컵을 앞두고 국제사회에서 파문이 확산되고 있습니다.
더구나 OECD 회원국 노동조합의 OECD 활동 창구 노릇을 하는 OECD 노조자문위원회(TUAC)가 오는 4월 개최 예정인 OECD 고용노동사회위원회 한국 노동권 감시 회의에 맞춰 공동대응을 준비하고 있어 주목됩니다. TUAC은 1월22일 연대의 날에 맞춰 각국 노총에 지침을 보내 한국 정부가 OECD에 가입할 때 약속한 국제노동기준 준수 사항을 확실하게 이행하도록 OECD 회원국 정부들에게 촉구하는 작업에 착수하였습니다.
민주노총과 각국 노총 대표, 국제금속노련, 국제자유노련 대표들은 오는 1월31일∼2월5일 브라질 포토알레그레에서 열리는 세계사회포럼에서 단병호 문성현 위원장 석방 국제 서명운동을 벌이는 한편, 4월 2차 국제행동 계획을 논의하기로 했습니다. 세계사회포럼에 참가하는 국제노동계 대표들은 또 각국 노총 공동명의로 단병호 문성현 위원장 구속 등 한국 정부의 노동탄압을 국제노동기구(ILO)에 공동 제소하는 문제를 논의해 2월중에 스위스 제네바 ILO 본부에 제소할 예정입니다.
또한 민주노총은 오는 3월에 예정된 UN 인권회의에 노동계 대표단을 파견해 한국 구속 노동자 석방 문제를 제기하는 문제를 적극 검토하고 있습니다.
2. 스위스 제네바에 본부를 둔 국제금속노련(IMF - www.imfmetal.org), 벨기에 브뤼셀에 본부를 둔 국제자유노련(ICFTU - www.icftu.org)과 각국 노총이 해당 조직 인터넷 홈페이지에 밝힌 소식과 민주노총에 보내 온 공식 서한에 따르면 22일로 예정된 연대의 날 행사에는 당초 예상했던 15개 나라의 두 배가 넘는 35개 나라 44개 도시 한국대사관과 영사관 앞 항의집회와 항의서한 전달에 참가한 것으로 최종 집계되었습니다.
특히 이번 국제연대행동에는 동서유럽은 물론이고 미주, 아시아, 아프리카에서 폭넓게 참가하여 국제연대운동의 중요한 진전으로 평가되고 있습니다.
유럽에서는 노르웨이·이탈리아·프랑스·덴마크·스웨덴·스위스·오스트리아, 영국, 독일 등 서유럽 국가들이 항의집회와 항의서한 전달에 참가했을 뿐 아니라, 폴란드, 러시아, 우크라이나, 벨라루스, 라트비아, 불가리아 등 동유럽 국가 노동단체들도 적극 참가했습니다. 특히 모스크바 한국 대사관 앞에서는 수백명이 항의집회를 열었으며, 노르웨이 오슬로 한국대사관 앞에서도 노르웨이노총(LO) 간부 100여명이 집회를 열고 대사관에 항의 서한을 전달했으며(사진 참조), 바웬사 대통령을 배출한 폴란드 연대노조(NSZZ)도 기자회견을 열고 바르샤바 한국 대사관에 단병호 위원장 석방 촉구 서한을 전달했습니다. 네덜란드 노총(FNV)은 한국대사관에 항의서한을 전달하고 네덜란드 외무장관과 인권위원장에게도 이 사실을 알렸으며, 특히 로드빅 데발 노총위원장이 22일 연대의 날에 개최된 네덜란드 해외 공관장회의(해외 파견되어 있는 대사들 참여)에 직접 참석해 한국 정부의 노동자 탄압에 대해 설명하고 정부 차원의 노력을 촉구하였다고 전해왔습니다.
미국에서는 미국노총(AFL-CIO)이 대표단을 한국 대사관에 보냈고 전미자동차노조(UAW)가 단병호 문성현 위원장 석방 국제 엽서 캠페인(사진 참조)에 돌입함과 동시에 김대중 대통령에게 항의서한을 보냈으며, 샌프란시스코 한국영사관 앞에서 노조와 시민단체들이 항의시위를 벌였고 서부지역 항만노조(ILWU)가 보다 강력한 투쟁을 벌일 계획에 착수했습니다. 브라질 노총(CUT)과 금속노조도 항의행동에 동참했습니다.
아시아 태평양 아프리카에서는 인도네시아·인도·일본·말레이시아·파키스탄·네팔·홍콩·터키·필리핀·스리랑카·호주·뉴질랜드·가나·케냐 등이 참가했습니다. 인도네시아 자카르타 한국대사관 앞에서 금속노조(SPMI) 노동자 1,000여명이 항의집회를 열고 이 가운데 4명이 대표단이 1시간 30분 동안 인도네시아주재 한국 대사를 만나 단병호 문성현 위원장 구속에 항의하고 김대중 대통령에게 보내는 서한을 전달했습니다. 남아공 노총(COSATU)과 금속노조(NUMSA) 조합원 500여명은 행정수도인 프레토리아에 있는 한국대사관 앞에서 항의집회를 열었습니다. 일본에서는 일본노총(JTUC), 금속노조협의회(IMF-JC), 전노협(NTUC), AWC, 일본철도노조(JR) 등이 도쿄 한국대사관과 오사카 한국 영사관 앞에서 항의시위를 벌이고 항의서한을 전달했습니다. 인도는 뉴델리 한국 대사관, 봄베이 영사관 앞 등 전국 8개 도시에서, 홍콩노총(HKCTU)은 한국 대사관에서 시위를 벌였으며(사진 참조), 말레이시아 쿠알라룸프르 한국 대사관 앞에서도 국제금속노련 가맹노조 대표 70여명이 1시간 30분 동안 피켓시위를 벌였습니다. 호주에서는 시드니 한국대사관 앞에서 금속·공공을 비롯한 노조들이 항의집회(사진 참조)를 벌였고, 금속노조(AMWF)는 단병호 문성현 위원장 석방 촉구 포스터 1만장을 각 사업장에 게시했습니다.
국제노동계는 이번 연대의 날 성과에 크게 고무돼 브라질 세계사회포럼 때 다시 만나 더 강력한 연대투쟁 계획을 논의할 예정입니다.

(제네바=연합뉴스) 오재석 특파원= 마르첼로 말렌타치 국제금속노련(IMF) 사무총장은 22일 스위스 제네바 주재 한국대표부를 방문, 단병호 민주노총 위원장과 문성현 금속산업연맹 위원장 등 구속노동자의 석방을 촉구하는 항의서한을 전달했다.
제네바에 본부를 둔 IMF는 이 서한에서 "김대중 정부 출범이후 노동탄압이 줄어들 것으로 생각했으나 지난 한해에만 218명의 노조 간부가 구속되는 등 오히려 상황이 악화되고 있다"며 문 금속산업연맹 위원장의 구속은 현정부의 "강력한 반(反)노동정책을 반영하고 있다"고 주장했다. 서한은 이와 함께 한국의 노동기준 및 노동권 신장을 촉구하고 단, 문 위원장을비롯한 구속노동자의 즉시 석방을 위한 조치를 즉각 시행할 것을 요구했다. 이에 앞서 민주노총은 21일 "IMF와 각국 노총이 22일을 `한국 구속노동자 석방을 위한 연대의 날'로 정하고 스웨덴, 노르웨이 등 15개국 22개 한국대사관 및 영사관 앞에서 집회를 연다고 알려왔다"고 밝혔다. 한편 국제노동기구(ILO)는 오는 3월 이사회 기간에 `결사의 자유위원회'를 열어 지난해 민주노총에 진정을 제기한 단병호 위원장 등 구속노동자 석방문제와 복수노조 시행 유보 등의 사안을 심의할 예정이다.
4. 한편 국제자유노련(ICFTU)은 연대의 날 국제행동결과를 종합하면서 "심각한 노동탄압이 OECD 가입의 걸림돌이 됐던 한국은 지난 1996년 결사의 자유와 단체교섭 권리를 포함한 국제노동기준을 성실하게 지키는 것을 전제조건으로 OECD에 가입했다. 그러나 한국은 그 뒤에도 노동탄압과 법 관행으로 노조활동을 제한했다"고 상기시키고, 이 때문에 "OECD는 한국이 이 약속을 이행하는지 여부를 감시하는 특별기구를 두게 됐으며 이는 국제사회에서 사상 유례 없는 일"이라고 밝혔습니다. ICFTU는 "이러한 상황 아래서도 한국정부가 노동자를 대량구속하고 탄압하는 것은 부당하며 한국정부가 단병호 문성현 위원장을 즉각 석방해야 한다"고 강조했습니다.
또한 국제금속노련(IMF)은 "월드컵이 시작되기 전에 모든 구속 노동자들이 석방돼야 하고 한국이 민주주의로 복원돼야 할 것"이라고 지적했습니다.
바야흐로 '2002 월드컵 코리아'로 관심이 집중될수록 '월드컵 이전 한국 구속 노동자 석방'이라는 국제노동계의 거센 요구도 날로 높아질 것이 확실합니다.

● Unionists in Sri Lanka, Nepal, and Bangladesh organised protest actions.
● Hong Kong: Hong Kong Confederation of Trade Unions (HKCTU) organised a protest demonstration at the Consulate General of the Republic of Korea and delivered a protest letter to Kim Dae-jung asking the Korean Government to Release All Korean Unionists.
● South Africa: The metalworkers' union NUMSA organised a protest in which more than 500 participated. Click here to read more about their action.
● India: Dozens of protests were organised in different parts of the country, amongst others in Bombay, New Delhi, Calcutta and Bangalore.
● Pakistan: The Pakistan Metalworkers' Federation and Automobile, Engineering and Metalworkers' Federation handed over a protest letter to the consulate in Karachi.
● Malaysia: About 70 trade unionists from the four IMF-MC affiliates held a one-and-a-half-hour picket outside the South Korean Embassy in Kuala Lumpur. Click here to read more about their action.

Philippines: The IMF-PC handed over a protest letter.
● Brazil: In Brazil, CUT, together with its (and the IMF's) metal industry affiliates also joined in the international day of action.
● Japan: Japan Trade Union Confederation (JTUC) delivered a protest letter to the Korean embassy in Tokyo as a part of the international day of action for the release of imprisoned trade unionists in Korea. A delegation of the IMF-JC handed over a protest letter to the South Korean Embassy. Members of the All-Japan Railway Workers Union, Hokkaido Passenger Railway Workers Union, East Japan Passenger Railway Workers Union, JR East Sea Workers Union, JR West Japan Workers Union, JR Kushu Workers Union, JR Freight Workers Union, JR East Japan Workers Union Federation delivered a joint protest letter to the Korean embassy in Tokyo. Members of Japan Trade Union Council (Zenokyo) and the AWC also held protest action at the Korean embassy and consulate in Tokyo and Osaka.
● Australia: AMWF, CPSU, and other unions (affiliated to the IMF, PSI, ICEM, and IUF), and Korean community organisations organised a protest action at the Korean Consulate in Sydney. Click here In workshops and public places, the AMWU has put up 10,000 posters calling for the release of Dan and Mun.
● New Zealand: A delegation of members from New Zealand Council of Trade Unions (NZCTU), Service and Food Workers Union, Finsec (Finance Sector), the Manufactuirng and Construction Union, Youth Union Movement, the Auckland womens committee of the NZCTU and Asia Pacific Workers Solidarity Links called on the Korean Consulate in Auckland to present a protest letter demanding the release of the trade unionist in South Korea.
● Turkey: The Birlesik Metal-Is union handed over a protest letter for President Kim Dae-jung to the Korean Embassy in Ankara and made a statement for the press.
Poland: Presidium of the Narional Commission of NSZZ Solidarnosc adopted statement on violation of trade union rights in Korea and sent to the Embassy of Republic of Korea in Warsaw. It also held media activity as a part of the International Action Day calling for release of imprisoned trade union leaders in South Korea.
● Russia: Five IMF affiliates organised a joint protest action in front of the Korean Embassy. Many hundreds of people showed up.
● Ukraine: All 7 IMF affiliates jointly handed over a protest letter to a Korean Embassy official and informed the press.
● Belarus: IMF affiliates sent a letter to the Korean ambassador
● Latvia: The IMF affiliate took a protest letter to the Korean Embassy.
● Bulgaria: The National Federation of Metallurgy held a press conference in order to inform about the situation of trade unionists in Korea.
● Ghana: The ICU called for "the release of all trade union leaders from prison".
● Kenya: The Amalgamated Union of Kenya Metalworkers and the Kenya Engineering Union handed over a protest letter to the South Korean ambassador in Nairobi.
● Norway: LO-Norway organised a protest demonstration at the Korean embassy in Oslo. Representatives of several local unions, coordinated by the LO-Oslo took part in the rally. A delegation called on the embassy to deliver a protest letter from LO's president Ms. Gerd Liv Valla. President Bjorndalen of Fellesforbundet the LO's and IMF's metal industry affiliate also presented a protest letter to a Korean government representative.
● Netherlands: The Dutch Confederation of Trade Unions (FNV) sent a protest letter to the Korean President Kim Dae Jung. On the day of international day of action, FNV president Lodewijk de Waal and Annie van Wezel, policy officer for Asia of the FNV attended the Annual Ambassadors Conference, where all Dutch ambassadors abroad participate, to convey the concern about the violations of trade union rights in Korea.
● Italy: The General Secretary of Cisl Savino Pezzotta issued a press release stressing the need for Korean government to fully respect core labour standards to which Korea had committed in the international institutions such as the ILO and the OECD.
● Denmark: LO-Denmark issued a letter of protest while the IMF affiliate CO-Industri posted an "open" letter to the Korean Embassy in Copenhagen.
● Sweden: Metall and SIF handed over protest letters.
● Austria: GMBE sent a protest letter.
● Switzerland: A delegation from the International Metalworkers' Federation met the labour attache at the Korean Mission in Geneva and presented a protest letter.
● France: A delegation of the Workers Party in France handed a protest letter to the Korean embassy in Paris.
● Germany: IG Metall sent an open letter to Kim Dae-jung asking for the immediate release of imprisoned trade unionists.
● United Kingdom: The AEEU sent a letter of protest to Kim Dae-jung.
● USA: AFL-CIO delegation called on the Korean embassy and delivered a protest letter from President John Sweeney. The IMF affiliate UAW sent a protest letter to Kim Dae-jung. In San Francisco, a labor/community delegation held a protest action at the Korean consulate delivered a protest letters addressed to President Kim Dae Jung. The ILWU Local 10 in San Francisco has adopted a resolution of solidarity with the jailed Korean trade unionists and will be seeking support from the ILWU Coast Caucus of all longshoremen on the West Coast.

● SOUTH AFRICA: 500 PEOPLE TOOK PART IN ACTION
The IMF-affiliated Numsa calls action day a "success". Over 500 members of the Numsa and Cosatu leadership showed up at the South Korean Embassy.

PROTEST ACTION AT THE SOUTH KOREAN EMBASSY WAS A SUCCESS
Today, the one-day protest action by over 500 members of NUMSA and COSATU leadership at the South Korean Embassy was an overwhelming success. Leaders of NUMSA, COSATU and the International Metalworkers' Federation (IMF) handed over the memorandum to Mr. Robinson Erika of the South Korean Embassy. We have made our mark in the protest action. We want all trade union leaders out! We want them to be freed! The memorandum contained the following demands:
Release of 218 trade unionists.
Release Korean Confederation of Trade Unions President Mr. Dan Byung-ho.
Release Korean Metalworkers' Federation President Mr. Mun Sung-hyun.
The protest was part of the international campaign to sympathise with the South Korean workers who are facing the tyranny of the South Korean government. The South Korean government of Kim Dae-jung has been resolutely determined to crush unions by curtailing all workers' rights and using anti-union legislation to interfere in union rights. NUMSA, COSATU and IMF join thousands of metalworkers around the world for a special day of solidarity for the release of all trade unionists from South Korean prisons. This is part of the metalworkers' determination to oppose the arrest of trade union leaders and militantly protest against South Korean aggression and suppression of workers' democratic rights.
The protest demonstration forms part of the massive struggle globally centered on unity and solidarity to end ruthless labour attacks by the South Korean regime. The brutal repression of trade union activities and the incarceration of trade union leaders is unacceptable. The protest action forms part of the legitimate efforts throughout the world to break the chains. To that end, labour must further defend and fight for workers' rights in the South Korean territory.
The Kim Dae-jung labour policies have been vigorously against the International Labour Organisation (ILO) conventions to which the government is the signatory. The political, labour and economic policies have devastating consequences for the toiling masses of that country which have resulted in huge job losses and the privatisation of state assets in the last two years. There is currently a crisis of job losses and rising unemployment. The job crisis is intensifying poverty and inequality, the primary victims being the working poor. Big business is intensifying retrenchments and casualisation. Business has failed to create employment. The South Korean government failed to take collective political responsibility for developing policies that are worker-friendly. Therefore the protest forms part of the International Metalworkers to promote economic justice.
We also call on the South African government to put pressure on the South Korean government to respect trade union rights. This campaign against the Kim Dae-jung regime is an attempt to make the government accountable to the working class and abandon authoritarian rule. NUMSA supports the campaign to remove aspects of the South Korean constitution blocking freedom of speech, the right to strike and freedom of association. More than 300 trade unionists were arrested, 150 injured and over 650 harassed in anti-union repression in the last two years. Strikes and legitimate protest actions are severely suppressed by the police.

● INDONESIA: "MASSIVE DEMONSTRATION"
IMF regional representative Arunasalam reports about demonstrations outside the South Korean Embassy in Jakarta.
In Indonesia, the SPMI held a massive demonstration outside the South Korean Embassy in Jakarta. About 1,000 trade unionists took part in this demonstration. Four representatives of the SPMI met with the ambassador for half an hour.
● MALAYSIA: "AMBASSADOR REFUSED TO SHOW UP"
IMF regional representative Arunasalam reports from the protest action carried out in Malaysia.
About 70 trade unionists from the four IMF-MC affiliates in Malaysia held a one-and-a-half-hour picket outside the South Korean Embassy in Kuala Lumpur. They carried placards and shouted slogans. The media were present during the protest.
Despite making an appointment to meet with the ambassador, he refused to show up. Guards refused entry into the Embassy compound. As a result, the protesters became angry. The affiliates, too, refused to hand over the protest letter to guards but chose to post it to the Embassy under protest.
● Sydney Rally Demands Release of Imprisoned Unionists in Korea

Trade unionists rallied in Australia's largest city, Sydney, on 22 January 2002, as part of a global solidarity day of action aimed at highlighting the continued detention of Dan Byong Ho and Mun Sung Hyun.
The rally called on the President of Korea, Kim Dae Jung, to release these two leaders of the Korean labour movement along with over 600 other trade unionists who have been arrested in the last year.
Dan Byong Ho is president of the Korean Confederation of Trade Unions (KCTU), an organistation which was banned for many years under both military and democratic governments in Korea. Mun Sung Hyun is president of the Korean Metal Workers' Federation, an affiliate of the KCTU. Both are serving two year sentences for organising trade union activities.
Since the economic crisis of 1997/98, workers have had to bear the costs of resturcturing under the policies of the International Monetary Fund. Both leaders were imprisioned for undertaking activities which were designed to protect workers through reducing the working week, opposing the restructuring plans of the IMF and campaigning for the rights of irregular workers, who now constitute 50 percent of the Korean workforce.
Attending the rally in Sydney were unions affiated to PSI, IMF, ICEM and IUF.
● IMF DELEGATION HANDED OVER PROTEST LETTER
General Secretary Malentacchi expressed "disappointment" with the policies of Kim Dae-jung.
GENEVA: On January 22, the day of the joint metalworkers' protest against the South Korean regime, a delegation from the IMF headquarters in Geneva presented a letter of protest to the South Korean labour attach? Yi Sung-ki .
At the meeting, in Geneva at the Mission of the Republic of Korea, IMF General Secretary Marcello Malentacchi also spoke of his deep disappointment with the policies of South Korea's president, Kim Dae-jung:
"He himself has suffered from repression. Several times he has promised to apply the ILO Core Labour Standards, and to put an end to persecution of trade unionists. But nothing has improved, on the contrary."
The labour attach? Yi, receiving the protest formally addressed to Kim Dae-jung, explained the official view of the South Korean government:
"Mun, Dan and other trade union leaders are not in prison because of their trade union activities, but because they have arranged illegal strikes and violated order."
Marcello Malentacchi replied that in his view there are no illegal strikes. He also said that it was the police, not the trade unionists, who carried teargas and weapons, and that the trade unionists are struggling for basic trade union rights, as codified by the United Nations bureau, the ILO. <끝>
22일 '한국 구속노동자 석방 국제연대의 날' 35개국 44개 도시에서 벌여
국제노동계 단병호 석방 4월 2차 연대행동
- 4월 OECD 한국노동권감시회의에 맞춰 … 3월 ILO 이사회 때 한국문제 심의 예정
- 월드컵 앞두고 한국 노동탄압 국제문제로 급부상 … ICFTU "단 위원장 석방해야"
1. 지난 22일 세계 각국 한국 대사관과 영사관 앞에서 벌어진 단병호(段炳浩) 민주노총 위원장, 문성현(文成賢) 금속산업연맹 위원장을 비롯한 '한국 구속 노동자 석방을 위한 연대의 날(Day of Solidarity)' 국제연대행동에는 애초 예상했던 15개국 22개도시를 훨씬 뛰어넘는 35개국 44개 도시에서 참가한 것으로 최종 집계됐습니다.
특히 국제노동계가 오는 4월에 2차 국제연대행동을 벌일 예정이고, 3월에 열리는 국제노동기구(ILO) 이사회 기간에 '결사의 자유위원회'를 열어 단병호 위원장 등 구속노동자 석방문제와 복수노조 시행 유보 등의 사안을 심의할 예정이어서 월드컵을 앞두고 국제사회에서 파문이 확산되고 있습니다.
더구나 OECD 회원국 노동조합의 OECD 활동 창구 노릇을 하는 OECD 노조자문위원회(TUAC)가 오는 4월 개최 예정인 OECD 고용노동사회위원회 한국 노동권 감시 회의에 맞춰 공동대응을 준비하고 있어 주목됩니다. TUAC은 1월22일 연대의 날에 맞춰 각국 노총에 지침을 보내 한국 정부가 OECD에 가입할 때 약속한 국제노동기준 준수 사항을 확실하게 이행하도록 OECD 회원국 정부들에게 촉구하는 작업에 착수하였습니다.
민주노총과 각국 노총 대표, 국제금속노련, 국제자유노련 대표들은 오는 1월31일∼2월5일 브라질 포토알레그레에서 열리는 세계사회포럼에서 단병호 문성현 위원장 석방 국제 서명운동을 벌이는 한편, 4월 2차 국제행동 계획을 논의하기로 했습니다. 세계사회포럼에 참가하는 국제노동계 대표들은 또 각국 노총 공동명의로 단병호 문성현 위원장 구속 등 한국 정부의 노동탄압을 국제노동기구(ILO)에 공동 제소하는 문제를 논의해 2월중에 스위스 제네바 ILO 본부에 제소할 예정입니다.
또한 민주노총은 오는 3월에 예정된 UN 인권회의에 노동계 대표단을 파견해 한국 구속 노동자 석방 문제를 제기하는 문제를 적극 검토하고 있습니다.
2. 스위스 제네바에 본부를 둔 국제금속노련(IMF - www.imfmetal.org), 벨기에 브뤼셀에 본부를 둔 국제자유노련(ICFTU - www.icftu.org)과 각국 노총이 해당 조직 인터넷 홈페이지에 밝힌 소식과 민주노총에 보내 온 공식 서한에 따르면 22일로 예정된 연대의 날 행사에는 당초 예상했던 15개 나라의 두 배가 넘는 35개 나라 44개 도시 한국대사관과 영사관 앞 항의집회와 항의서한 전달에 참가한 것으로 최종 집계되었습니다.
특히 이번 국제연대행동에는 동서유럽은 물론이고 미주, 아시아, 아프리카에서 폭넓게 참가하여 국제연대운동의 중요한 진전으로 평가되고 있습니다.
유럽에서는 노르웨이·이탈리아·프랑스·덴마크·스웨덴·스위스·오스트리아, 영국, 독일 등 서유럽 국가들이 항의집회와 항의서한 전달에 참가했을 뿐 아니라, 폴란드, 러시아, 우크라이나, 벨라루스, 라트비아, 불가리아 등 동유럽 국가 노동단체들도 적극 참가했습니다. 특히 모스크바 한국 대사관 앞에서는 수백명이 항의집회를 열었으며, 노르웨이 오슬로 한국대사관 앞에서도 노르웨이노총(LO) 간부 100여명이 집회를 열고 대사관에 항의 서한을 전달했으며(사진 참조), 바웬사 대통령을 배출한 폴란드 연대노조(NSZZ)도 기자회견을 열고 바르샤바 한국 대사관에 단병호 위원장 석방 촉구 서한을 전달했습니다. 네덜란드 노총(FNV)은 한국대사관에 항의서한을 전달하고 네덜란드 외무장관과 인권위원장에게도 이 사실을 알렸으며, 특히 로드빅 데발 노총위원장이 22일 연대의 날에 개최된 네덜란드 해외 공관장회의(해외 파견되어 있는 대사들 참여)에 직접 참석해 한국 정부의 노동자 탄압에 대해 설명하고 정부 차원의 노력을 촉구하였다고 전해왔습니다.
미국에서는 미국노총(AFL-CIO)이 대표단을 한국 대사관에 보냈고 전미자동차노조(UAW)가 단병호 문성현 위원장 석방 국제 엽서 캠페인(사진 참조)에 돌입함과 동시에 김대중 대통령에게 항의서한을 보냈으며, 샌프란시스코 한국영사관 앞에서 노조와 시민단체들이 항의시위를 벌였고 서부지역 항만노조(ILWU)가 보다 강력한 투쟁을 벌일 계획에 착수했습니다. 브라질 노총(CUT)과 금속노조도 항의행동에 동참했습니다.
아시아 태평양 아프리카에서는 인도네시아·인도·일본·말레이시아·파키스탄·네팔·홍콩·터키·필리핀·스리랑카·호주·뉴질랜드·가나·케냐 등이 참가했습니다. 인도네시아 자카르타 한국대사관 앞에서 금속노조(SPMI) 노동자 1,000여명이 항의집회를 열고 이 가운데 4명이 대표단이 1시간 30분 동안 인도네시아주재 한국 대사를 만나 단병호 문성현 위원장 구속에 항의하고 김대중 대통령에게 보내는 서한을 전달했습니다. 남아공 노총(COSATU)과 금속노조(NUMSA) 조합원 500여명은 행정수도인 프레토리아에 있는 한국대사관 앞에서 항의집회를 열었습니다. 일본에서는 일본노총(JTUC), 금속노조협의회(IMF-JC), 전노협(NTUC), AWC, 일본철도노조(JR) 등이 도쿄 한국대사관과 오사카 한국 영사관 앞에서 항의시위를 벌이고 항의서한을 전달했습니다. 인도는 뉴델리 한국 대사관, 봄베이 영사관 앞 등 전국 8개 도시에서, 홍콩노총(HKCTU)은 한국 대사관에서 시위를 벌였으며(사진 참조), 말레이시아 쿠알라룸프르 한국 대사관 앞에서도 국제금속노련 가맹노조 대표 70여명이 1시간 30분 동안 피켓시위를 벌였습니다. 호주에서는 시드니 한국대사관 앞에서 금속·공공을 비롯한 노조들이 항의집회(사진 참조)를 벌였고, 금속노조(AMWF)는 단병호 문성현 위원장 석방 촉구 포스터 1만장을 각 사업장에 게시했습니다.
국제노동계는 이번 연대의 날 성과에 크게 고무돼 브라질 세계사회포럼 때 다시 만나 더 강력한 연대투쟁 계획을 논의할 예정입니다.

(제네바=연합뉴스) 오재석 특파원= 마르첼로 말렌타치 국제금속노련(IMF) 사무총장은 22일 스위스 제네바 주재 한국대표부를 방문, 단병호 민주노총 위원장과 문성현 금속산업연맹 위원장 등 구속노동자의 석방을 촉구하는 항의서한을 전달했다.
제네바에 본부를 둔 IMF는 이 서한에서 "김대중 정부 출범이후 노동탄압이 줄어들 것으로 생각했으나 지난 한해에만 218명의 노조 간부가 구속되는 등 오히려 상황이 악화되고 있다"며 문 금속산업연맹 위원장의 구속은 현정부의 "강력한 반(反)노동정책을 반영하고 있다"고 주장했다. 서한은 이와 함께 한국의 노동기준 및 노동권 신장을 촉구하고 단, 문 위원장을비롯한 구속노동자의 즉시 석방을 위한 조치를 즉각 시행할 것을 요구했다. 이에 앞서 민주노총은 21일 "IMF와 각국 노총이 22일을 `한국 구속노동자 석방을 위한 연대의 날'로 정하고 스웨덴, 노르웨이 등 15개국 22개 한국대사관 및 영사관 앞에서 집회를 연다고 알려왔다"고 밝혔다. 한편 국제노동기구(ILO)는 오는 3월 이사회 기간에 `결사의 자유위원회'를 열어 지난해 민주노총에 진정을 제기한 단병호 위원장 등 구속노동자 석방문제와 복수노조 시행 유보 등의 사안을 심의할 예정이다.
4. 한편 국제자유노련(ICFTU)은 연대의 날 국제행동결과를 종합하면서 "심각한 노동탄압이 OECD 가입의 걸림돌이 됐던 한국은 지난 1996년 결사의 자유와 단체교섭 권리를 포함한 국제노동기준을 성실하게 지키는 것을 전제조건으로 OECD에 가입했다. 그러나 한국은 그 뒤에도 노동탄압과 법 관행으로 노조활동을 제한했다"고 상기시키고, 이 때문에 "OECD는 한국이 이 약속을 이행하는지 여부를 감시하는 특별기구를 두게 됐으며 이는 국제사회에서 사상 유례 없는 일"이라고 밝혔습니다. ICFTU는 "이러한 상황 아래서도 한국정부가 노동자를 대량구속하고 탄압하는 것은 부당하며 한국정부가 단병호 문성현 위원장을 즉각 석방해야 한다"고 강조했습니다.
또한 국제금속노련(IMF)은 "월드컵이 시작되기 전에 모든 구속 노동자들이 석방돼야 하고 한국이 민주주의로 복원돼야 할 것"이라고 지적했습니다.
바야흐로 '2002 월드컵 코리아'로 관심이 집중될수록 '월드컵 이전 한국 구속 노동자 석방'이라는 국제노동계의 거센 요구도 날로 높아질 것이 확실합니다.

● Unionists in Sri Lanka, Nepal, and Bangladesh organised protest actions.
● Hong Kong: Hong Kong Confederation of Trade Unions (HKCTU) organised a protest demonstration at the Consulate General of the Republic of Korea and delivered a protest letter to Kim Dae-jung asking the Korean Government to Release All Korean Unionists.
● South Africa: The metalworkers' union NUMSA organised a protest in which more than 500 participated. Click here to read more about their action.
● India: Dozens of protests were organised in different parts of the country, amongst others in Bombay, New Delhi, Calcutta and Bangalore.
● Pakistan: The Pakistan Metalworkers' Federation and Automobile, Engineering and Metalworkers' Federation handed over a protest letter to the consulate in Karachi.

● Brazil: In Brazil, CUT, together with its (and the IMF's) metal industry affiliates also joined in the international day of action.
● Japan: Japan Trade Union Confederation (JTUC) delivered a protest letter to the Korean embassy in Tokyo as a part of the international day of action for the release of imprisoned trade unionists in Korea. A delegation of the IMF-JC handed over a protest letter to the South Korean Embassy. Members of the All-Japan Railway Workers Union, Hokkaido Passenger Railway Workers Union, East Japan Passenger Railway Workers Union, JR East Sea Workers Union, JR West Japan Workers Union, JR Kushu Workers Union, JR Freight Workers Union, JR East Japan Workers Union Federation delivered a joint protest letter to the Korean embassy in Tokyo. Members of Japan Trade Union Council (Zenokyo) and the AWC also held protest action at the Korean embassy and consulate in Tokyo and Osaka.
● Australia: AMWF, CPSU, and other unions (affiliated to the IMF, PSI, ICEM, and IUF), and Korean community organisations organised a protest action at the Korean Consulate in Sydney. Click here In workshops and public places, the AMWU has put up 10,000 posters calling for the release of Dan and Mun.
● New Zealand: A delegation of members from New Zealand Council of Trade Unions (NZCTU), Service and Food Workers Union, Finsec (Finance Sector), the Manufactuirng and Construction Union, Youth Union Movement, the Auckland womens committee of the NZCTU and Asia Pacific Workers Solidarity Links called on the Korean Consulate in Auckland to present a protest letter demanding the release of the trade unionist in South Korea.
● Turkey: The Birlesik Metal-Is union handed over a protest letter for President Kim Dae-jung to the Korean Embassy in Ankara and made a statement for the press.
Poland: Presidium of the Narional Commission of NSZZ Solidarnosc adopted statement on violation of trade union rights in Korea and sent to the Embassy of Republic of Korea in Warsaw. It also held media activity as a part of the International Action Day calling for release of imprisoned trade union leaders in South Korea.
● Russia: Five IMF affiliates organised a joint protest action in front of the Korean Embassy. Many hundreds of people showed up.
● Ukraine: All 7 IMF affiliates jointly handed over a protest letter to a Korean Embassy official and informed the press.
● Belarus: IMF affiliates sent a letter to the Korean ambassador
● Latvia: The IMF affiliate took a protest letter to the Korean Embassy.
● Bulgaria: The National Federation of Metallurgy held a press conference in order to inform about the situation of trade unionists in Korea.
● Ghana: The ICU called for "the release of all trade union leaders from prison".
● Kenya: The Amalgamated Union of Kenya Metalworkers and the Kenya Engineering Union handed over a protest letter to the South Korean ambassador in Nairobi.
● Norway: LO-Norway organised a protest demonstration at the Korean embassy in Oslo. Representatives of several local unions, coordinated by the LO-Oslo took part in the rally. A delegation called on the embassy to deliver a protest letter from LO's president Ms. Gerd Liv Valla. President Bjorndalen of Fellesforbundet the LO's and IMF's metal industry affiliate also presented a protest letter to a Korean government representative.
● Netherlands: The Dutch Confederation of Trade Unions (FNV) sent a protest letter to the Korean President Kim Dae Jung. On the day of international day of action, FNV president Lodewijk de Waal and Annie van Wezel, policy officer for Asia of the FNV attended the Annual Ambassadors Conference, where all Dutch ambassadors abroad participate, to convey the concern about the violations of trade union rights in Korea.
● Italy: The General Secretary of Cisl Savino Pezzotta issued a press release stressing the need for Korean government to fully respect core labour standards to which Korea had committed in the international institutions such as the ILO and the OECD.
● Denmark: LO-Denmark issued a letter of protest while the IMF affiliate CO-Industri posted an "open" letter to the Korean Embassy in Copenhagen.
● Sweden: Metall and SIF handed over protest letters.
● Austria: GMBE sent a protest letter.
● Switzerland: A delegation from the International Metalworkers' Federation met the labour attache at the Korean Mission in Geneva and presented a protest letter.
● France: A delegation of the Workers Party in France handed a protest letter to the Korean embassy in Paris.
● Germany: IG Metall sent an open letter to Kim Dae-jung asking for the immediate release of imprisoned trade unionists.
● United Kingdom: The AEEU sent a letter of protest to Kim Dae-jung.
● USA: AFL-CIO delegation called on the Korean embassy and delivered a protest letter from President John Sweeney. The IMF affiliate UAW sent a protest letter to Kim Dae-jung. In San Francisco, a labor/community delegation held a protest action at the Korean consulate delivered a protest letters addressed to President Kim Dae Jung. The ILWU Local 10 in San Francisco has adopted a resolution of solidarity with the jailed Korean trade unionists and will be seeking support from the ILWU Coast Caucus of all longshoremen on the West Coast.

PROTEST ACTION AT THE SOUTH KOREAN EMBASSY WAS A SUCCESS
Today, the one-day protest action by over 500 members of NUMSA and COSATU leadership at the South Korean Embassy was an overwhelming success. Leaders of NUMSA, COSATU and the International Metalworkers' Federation (IMF) handed over the memorandum to Mr. Robinson Erika of the South Korean Embassy. We have made our mark in the protest action. We want all trade union leaders out! We want them to be freed! The memorandum contained the following demands:
Release of 218 trade unionists.
Release Korean Confederation of Trade Unions President Mr. Dan Byung-ho.
Release Korean Metalworkers' Federation President Mr. Mun Sung-hyun.
The protest was part of the international campaign to sympathise with the South Korean workers who are facing the tyranny of the South Korean government. The South Korean government of Kim Dae-jung has been resolutely determined to crush unions by curtailing all workers' rights and using anti-union legislation to interfere in union rights. NUMSA, COSATU and IMF join thousands of metalworkers around the world for a special day of solidarity for the release of all trade unionists from South Korean prisons. This is part of the metalworkers' determination to oppose the arrest of trade union leaders and militantly protest against South Korean aggression and suppression of workers' democratic rights.
The protest demonstration forms part of the massive struggle globally centered on unity and solidarity to end ruthless labour attacks by the South Korean regime. The brutal repression of trade union activities and the incarceration of trade union leaders is unacceptable. The protest action forms part of the legitimate efforts throughout the world to break the chains. To that end, labour must further defend and fight for workers' rights in the South Korean territory.
The Kim Dae-jung labour policies have been vigorously against the International Labour Organisation (ILO) conventions to which the government is the signatory. The political, labour and economic policies have devastating consequences for the toiling masses of that country which have resulted in huge job losses and the privatisation of state assets in the last two years. There is currently a crisis of job losses and rising unemployment. The job crisis is intensifying poverty and inequality, the primary victims being the working poor. Big business is intensifying retrenchments and casualisation. Business has failed to create employment. The South Korean government failed to take collective political responsibility for developing policies that are worker-friendly. Therefore the protest forms part of the International Metalworkers to promote economic justice.
We also call on the South African government to put pressure on the South Korean government to respect trade union rights. This campaign against the Kim Dae-jung regime is an attempt to make the government accountable to the working class and abandon authoritarian rule. NUMSA supports the campaign to remove aspects of the South Korean constitution blocking freedom of speech, the right to strike and freedom of association. More than 300 trade unionists were arrested, 150 injured and over 650 harassed in anti-union repression in the last two years. Strikes and legitimate protest actions are severely suppressed by the police.

● INDONESIA: "MASSIVE DEMONSTRATION"
IMF regional representative Arunasalam reports about demonstrations outside the South Korean Embassy in Jakarta.
In Indonesia, the SPMI held a massive demonstration outside the South Korean Embassy in Jakarta. About 1,000 trade unionists took part in this demonstration. Four representatives of the SPMI met with the ambassador for half an hour.
● MALAYSIA: "AMBASSADOR REFUSED TO SHOW UP"
IMF regional representative Arunasalam reports from the protest action carried out in Malaysia.
About 70 trade unionists from the four IMF-MC affiliates in Malaysia held a one-and-a-half-hour picket outside the South Korean Embassy in Kuala Lumpur. They carried placards and shouted slogans. The media were present during the protest.
Despite making an appointment to meet with the ambassador, he refused to show up. Guards refused entry into the Embassy compound. As a result, the protesters became angry. The affiliates, too, refused to hand over the protest letter to guards but chose to post it to the Embassy under protest.
● Sydney Rally Demands Release of Imprisoned Unionists in Korea

Trade unionists rallied in Australia's largest city, Sydney, on 22 January 2002, as part of a global solidarity day of action aimed at highlighting the continued detention of Dan Byong Ho and Mun Sung Hyun.
The rally called on the President of Korea, Kim Dae Jung, to release these two leaders of the Korean labour movement along with over 600 other trade unionists who have been arrested in the last year.
Dan Byong Ho is president of the Korean Confederation of Trade Unions (KCTU), an organistation which was banned for many years under both military and democratic governments in Korea. Mun Sung Hyun is president of the Korean Metal Workers' Federation, an affiliate of the KCTU. Both are serving two year sentences for organising trade union activities.
Since the economic crisis of 1997/98, workers have had to bear the costs of resturcturing under the policies of the International Monetary Fund. Both leaders were imprisioned for undertaking activities which were designed to protect workers through reducing the working week, opposing the restructuring plans of the IMF and campaigning for the rights of irregular workers, who now constitute 50 percent of the Korean workforce.
Attending the rally in Sydney were unions affiated to PSI, IMF, ICEM and IUF.
● IMF DELEGATION HANDED OVER PROTEST LETTER
General Secretary Malentacchi expressed "disappointment" with the policies of Kim Dae-jung.
GENEVA: On January 22, the day of the joint metalworkers' protest against the South Korean regime, a delegation from the IMF headquarters in Geneva presented a letter of protest to the South Korean labour attach? Yi Sung-ki .

"Mun, Dan and other trade union leaders are not in prison because of their trade union activities, but because they have arranged illegal strikes and violated order."
Marcello Malentacchi replied that in his view there are no illegal strikes.
